RJ Encinas brings more than 17 years of experience leading high-quality mental and behavioral health services for children, youth, and families. Born and raised in Tucson, Arizona, RJ has a deep personal connection to CFR’s mission —At Child & Family Resources, we empower children, youth, and families to build bright, thriving futures. Growing up in Tucson shaped his understanding of the importance of prevention and education in helping families and children thrive, a commitment that has guided his entire career. RJ earned his degree in Social Services with a focus in Psychology from the University of Arizona and began his professional journey working with high-acuity populations in the juvenile justice system and adolescent substance use programs.
Throughout his career, RJ has designed, implemented, and expanded programs that address the full continuum of care. His leadership spans crisis response and intervention, intensive outpatient and in-home supports, parenting education, early childhood and Birth–5 services, counseling, and high-needs case management. He has successfully developed family-centered initiatives, built culturally responsive service models, and led multidisciplinary teams to improve access, strengthen engagement, and achieve measurable outcomes for vulnerable populations. RJ is known for aligning direct service delivery with broader systems of care, ensuring programs are both clinically effective and operationally sustainable.
As a licensed foster and adoptive parent, RJ also understands the system from a family’s perspective. This unique insight strengthens his leadership and his commitment to building services that are practical, compassionate, and impactful. Outside of work, RJ enjoys spending time outdoors and traveling with his family. Together, they enjoy trying new foods, being in the water as often as possible, and going to the movies.
